Publisher  Biography

David Hilliard Williams is an internationally-known expert in the wireless/mobile communications field.  His particular specialty is in Wireless Location, including Wireless 911 (E911), Location-Based Services, Radio Frequency Identification (RFID), and location-related Wireless Fidelity (Wi-Fi).  He has developed industry-leading business and technology strategies and implementation approaches in these areas and provides consulting services to some of the leading enterprises in the U.S., South America, and Europe.  Mr. Williams has been published and quoted by some of the leading magazines and newspapers in the country, including The New York Times, The Boston Globe, Computerworld, MissionCritical Communications, and RFID Journal. He is a member of the Association of Public Safety Communications Officers (APCO) and the National Emergency Number Association (NENA).


In addition to authoring The Definitive Guide to GPS, RFID, Wi-Fi, and Other Wireless Location-Based Services, Mr. Williams is the Author of The Definitive Guide To Wireless E911, and The Definitive Guide To Mobile Positioning and Location Management. He is Publisher of LBS Globe (www.LBSGlobe.com), the leading online website for LBS Information.

Mr. Williams has over 20 years of consulting experience working at the most senior executive levels.  Prior to founding E911-LBS Consulting, Mr. Williams was an Associate Partner with Accenture, the world's largest technology consulting  firm, in their Communications & High-Technology Strategy Practice.  He has also worked for Booz, Allen, & Hamilton and Deloitte Consulting.  He started his career as an electrical engineer for Hughes Electronics.

Mr. Williams has an MBA in Information Systems Management from The University of Texas at Austin, and a Bachelor of Science in Electrical Engineering from Purdue University, graduating from both with top honors.

Wireless 911 and Location-Based Services Summary Definitions

Wireless 911 (also known as E911, or Enhanced 911) is the technology that allows emergency dispatchers know the location of 911 calls coming from cell phones.  This technology is currently being rolled out (in the U.S. only) by wireless carriers under a mandate by the FCC.  While obviously a desireable technology, particularly in today's security-concious environment, the rate at which this technology is rolled out is dependent upon many factors, including carrier technology, FCC deadlines, PSAP (Public Safety Answering Point) readiness, funding and cost-recovery mechanisms, and many others.

Wireless Location-Based Services (LBS) are essentially the commercialization of wireless 911 technology via applications that provide additional value-add to consumers, such as finding the location of friends, family, restaurants, and businesses, such as field force management. traveler aids, and various productivity enhancing applications.  Related services include Telematics, which refers to location applications relative to moving vehicles, and on-line location-related services such as MapQuest (TM), which helps travelers with maps and driving directions.
